[Council to His Excy Sir Guy Carlton]

We are desirous of paying a Debt contracted in New York, by
the Maryland Officers, while in Captivity; the Amount of which
cannot be ascertained with Exactness. We have no convenient Way
of discharging the Debt, unless it will be permitted us to send
Tobacco to be sold by our Agent in New York. We have sent in, Mr
Archibald Buchanan, a Merchant of Distinction, to negotiate the
Business, and obtain your Excellency's Passports, if the Measure
is approved.

Ibid.

[Council to Andrew Buchanan Esqr]

We request you will proceed to New York without Delay, to obtain
his Excellency Sir Guy Carlton, and the Admiral, Passports for as
many Vessels loaded with Tobacco, not exceeding 1200 Hogsheads,
as you shall judge will be sufficient to pay the Debt contracted by
our Officers in Captivity. We expect, if this Measure is permitted,
that we shall be allowed to send in a Person to transact the Business.
