Friday 30 August 1782
Ordered that the western shore Treasurer pay to John Baker twenty
Pounds, one shilling, and John Smoot junr twelve Pounds, three
shillings, Specie agreeable to the "Act to adjust the Debts due from
this State " per Accounts passed. —
Whereas Permission was heretofore granted to Mrs Jean Stewart
to go into the City of New York and not to return to this State
without the Leave of the Governor and Council for the Time being.
Upon a Representation of the distressed situation and ill State of
Health of herself and her Father, she is hereby permitted to return
to this State on a visit to her Father. —
Commission of Letters of Marque & Reprisal issued to George
Garston Commander of the Schooner Antelope one hundred & thirty
Tons burthen, navigated by thirty two men, mounting six Carriage
Guns belonging to Sterret & Yellott of Baltimore. —

For the Reasons contained in your Letter, and it being neither good
Policy, nor the Interest of any Government to oppress their Citizens,
and as the Delay can be attended with no real Disadvantage to the
State, btit the Contrary; as the Money that might be brought into
the Treasury by Executions, cannot be used, and must remain in the
Treasury, at a Time when the People are experiencing the greatest
Evils from the Want of a sufficient circulating Medium, of which
the Assembly were so sensible that, at their last Sitting, they passed
an Act preventing Creditors, many of whom are Purchasers of Con-
fiscated Property, from bringing Suits, 'til January 1784. For these
Reasons and others, equally powerful, which might be urged, it is
our Opinion that you should suspend issuing Executions 'til the
Meeting of the Assembly.

[Council to The Delegates in Congress]
We are often at a Loss to know the Powers and Priveleges of
Consuls of France residing in America, and shall be greatly obliged
to you to furnish us with any Agreement made between the two
Nations, under the 31st Article of the Treaty of Amity and Com-
merce. The Consul at Baltimore, claims a Right to receive all the
Papers belonging to Vessels, the Property of Subjects of France,
in Exclusion of the Naval Officer; if there should be no Agreement
yet made, we should be glad to know whether this Right is exercised
by the Consul at Philadelphia and under what Authority.
