[Council to Honble Intendant]
It is very far from being the Wish of this Board that you should
neglect any of the important Duties of your Office. It was in Con-
sequence of your own voluntary Engagement to procure the necessary
Articles for forwarding on the Troops, that we requested you to
have the trifling Articles you recapitulate, in your Letter of yesterday,
purchased. We need not remind you that our Letter was written at
your own particular Request, to afford you an Opportunity of
knowing from the Assembly, whether you might be permitted to
lay out the red Money agreeably to your own Idea, at its passing
Value. We can have no Objection to your putting Specie or red
Money to be laid out as Specie, into the Hands of General Smallwood,
for the Purposes mentioned. We never expected you would make the
Purchases yourself; our Idea never went farther than that the Busi-
ness should be done under your Direction. We directed the Waggons
on the Eastern shore, to be delivered over to the Continent, so long
ago as the 23d of last June. If they have not been delivered, we
think it will be proper to have them brought to this Place for the
Use of the Troops. Your Order, we imagine, will be sufficient for
this Purpose. The Waggons and Teams in Mr Bullen's Possession,
belong to the Continent; there can be no Impropriety in making Use
of them for Continental Purposes : We will take Care that Mr Bullen
shall deliver them up, either to your Order or General Smallwood's.
