[Council to General Smallwood.]
We apprehend your Proposal to send a Guard of the Regular Sol-
diers to Frederick Town, to remain there no longer than 'til they
can be equipped to take the Field, would not be attended with suffi-
cient good Consequences to make it worth While to march the Men
thither, as, in a Day after their Arrival, they might be prepared to
leave the Place, and thereby not only derange the little Order exist-
ing at present, but the Prisoners might be left without a Guard.
Well knowing your Readiness to concur in any proper Measures for
the Advantage of the State, we wish you to consider whether a
Guard of Regular Troops belonging to the State cannot be spared for
some determinate Time, one, two or three Months. We the rather
think there would be no Impropriety in this, as the Prisoners are
Continental Prisoners and aught to be guarded by the Continent. The
Expence of turning out the Militia for this Service, is really enor-
mous. To keep a Guard of 200 Men at Frederick Town, which must
be relieved every two Months, it is indispensably necessary to have
400 Men continually in Motion and in Pay, one Half the Time of
each Class being consumed in making Preparations for Marching

Tuesday 16th April 1782
Ordered that the western shore Treasurer pay to John McCallister
fifty three pounds eighteen shillings and six pence — Nicholas Tice
four pounds, three shillings and five pence — William Ritchie six
pounds, seven shillings and eight pence & Handle Barrick five pounds,
four shillings and eleven pence Specie agreeable to the Act to adjust
the Debts due from this State per Certifs adjusted & passed.
That the said Treasurer pay to John McClellan, Richard Lemmon
and Isaac Griest two hundred and sixty pounds and one penny specie
agreeable to the Act aforesaid per Account passed the 27 March last
That the said Treasurer pay to Grace Owens, ten pounds five shil-
lings and six pence & John Willis eleven pounds, eight shillings and
four pence of the Bills emitted under the Act for the Emission of
Bills of Credit &ca due them p Accounts passed. —
That the said Treasurer pay to Capt Thomas Beatty eight hun-
dred and forty eight pounds, eight shillings and eleven pence of the
same Emission, thirty two pounds, ten shillings and eleven pence
thereof to be by him retained for Certificates issued agreeable to the
Act to adjust the Debts due from this State, and the residue to be
delivered over as follows — Conrod Doll one hundred and twenty
pounds, thirteen shillings and six pence — Abraham Haff five pounds,
two shillings and six pence — Benedict Stone six pounds, fifteen Shil-
