Edward Platford nineteen pounds, eighteen shillings and four pence —
Joshua Hickman nine pounds — Mark Elliott ten pounds, eleven shil-
lings & eight pence — Justinian Jefferson & Stephen Gentle, each, ten
pounds, sixteen shillings and eight pence — Samuel T. Wright Esqr
to be delivered over to Richard T. Earle twenty one pounds, two
shillings and five pence and Richard Mudd six pounds, ten shillings
and six pence of the same Emission due them per Accounts passed. —
That the said Treasurer pay to Jane Hancock a soldiers wife in
the Southern Army seven pounds, ten shillings of the same Emission
allowed her on Account
The following Memorial was presented to this Board
To His Excellency, the Governor and the Honorable Council of the
State of Maryland. —
The Memorial of James Clerk late of the City of London, sheweth
that your Memorialist, on or about the sixth day of October one
thousand seven hundred and eighty one, sailed from England in a
Fleet bound for Charles Town South Carolina, with intention to
reside in the State of Maryland, and to become a Subject to the State.
That your Memorialist has used every possible means in his power
to carry that intention into execution; but by unavoidable delays, has
been prevented from arriving in Maryland 'till this time. Your
Memorialist therefore hopes that your Excellency, and the Honorable
Council will take his Case into Consideration, and give him permis-
sion to land and qualify himself as a Subject of the State of Mary-
land agreeable to the Laws of the State. —
Annapolis 26 March 1782. —
The Question was put whether the prayer of the above Memorial
be granted and determined in the Negative

[Council to Capt. George p. Keeports]

We yesterday received a Letter from some Gentlemen of Balti-
more Town, giving us the Information that a considerable Quantity
of public Powder is now stored in a Magazine in the Center of the
Town, near to which two Fires have happened within these few
Days. It is certainly very dangerous to have large Quantities in any
Town; we would have you therefore remove all the public Powder
which is stored in the Town, to the Magazine at Towson's excepting
a few Barrels.

Yours of the 23d Inst was received yesterday. We did not know
of any large Quantity of public Powder being in Baltimore Town,
as on a Representation from the Inhabitants, some Time past, it was
