[William Campbell to The Hon. James Brice, Esq. President of
the Council.]
Whereas upon a Charge made against Mr John Bullen for Sun-
dry Abuses committed in the Execution of his office, and amongst
the rest, for swaping a public Horse with Colo Plater for a Valuable
Mare by which he has since got severall Colts and now keeps as a
Breeder — he pled to the Charge that the sd Horse was given him by
Genl Pulaskie, and produced Mr Thos. Townsend to prove the same
as will appear by his Testimony in the Proceedings of the Commit-
tee which stands referr'd to the Govr & Council for their Determi-
nation thereon. I have therefore thought proper hereby to inform
you and the Council that Capt. Segor is now in Town, and will sat-
isfy you the Horse mentioned in the Charge could by no means have
been given to Mr Bullen by Genl Pulaskie, as he was a public Horse,
and that he himself left him with Mr Bullen to be cured of a Disorder
which render'd him unfit for service, and that moreover, long after
he left the said Horse with Mr Bullen, he made application for him,
or at least to know what had become of him, and Mr Bullen inform'd
him that he was still unfit for Service, and likely to remain so, and
that he did not believe he would ever be fit for any Service except
the Plough. Capt Segor will leave Town To-morrow morning and
unless call'd on to Day, his Evidence will be lost. The Committee
have reported, as will appear in their Proceedings, that Mr Bullen
has exchanged several Horses, particularly the Horse purchased by
Mr Calhoon for the Publick this no Doubt is true, but its at least as
certain, that Mr Bullen paid a Debt to Capt Charles Williamson with
the Horse he procured in exchange for the one just mention'd, and
that Gentleman sold him soon afterwards for 10,000 Dollars C.
money and with the same purchased a negroe Girl Capt. Williamson
will declare the same if call'd on as will appear by their Report.
It appear 'd to the Committee that The summer before last Mr
Bullen worked the public Horses in his Corn Field, but that he had
made Satisfaction by a Return of Service I believe Mr Bullen did not
pretend in his Defence to account for every Satisfaction made the
Public for working their Horses last Summer and likewise the pres-
ent — this is a Charge which can be supported by the Testimony of
Steven and Burle Boon both Mr Bullen's neighbours — I mean they
are in the neighbourhood of the Plantation where he has used the
Public Horses.

Your Letter with the Law and appointment for Procuring Cloath-
ing for the Troops Just Came to hand by Express In Consequence of
which I summonsed The Gentlemen Appointed with me to meet;
and on a meeting They unanimously Refused to Act. Mr Lemmon
has wrote his Reason on the Subject and am Authorized by the others
