[Sam Smith, Balt., to Gov. Lee]

I Had the Honor to address your Excellys a few Days past. This
Covers List of my Deliveries untill this Day The Coats were detain'd
for want of Buttons & facings otherwise I should have made my
Delivries at the Time promiStd, since my last I Have procur'd another
waggon. By the Close of next week I Hope to put my affairs in such
order as to be enabled to make Returns.

[Rich'd Dallam, Harford County, to Gov. Lee.]
(p Mr. Ahram Norris)

The Recruiting Officers of this County not being supplyd with
money, not one recruit has been obtain'd and therefore I have been
obliged to Class the Militia for a draught to be made on Saturday
next when the Battalions meet for the Purpose Being pressed by the
Officers to send to your Excellency for the money alloted this County
for recruiting service. I have sent the Bearer Mr Abram Norris down
for what can be spared us, As the Officers are of opinion that on hav-
ing the money they will be able to procure the men by Voluntary
enlistment rather then they will submit to the draught which is very

disagreable & may be distressing & a very Heavy Tax on Individuals

& I fear will not be submitted to as the money has not been sent as
the Law direct'd to Recruit men
