[Deposition of Samuel Handy]
Somt ss the 24th of Apl 1781 — Came Samuel Handy before me
the Subscriber one of the Justices of the peace for the County — Afsd
and made Oath on the holy Evangels of Almighty god that on Friday
the 20th of Apl afd Saml Handy happned at Colo Scotts with Several
Others, and saw a strange Boat Going up the River Colo Scott desired
some of the Persons present to Go and hale her but she Got Two far
up the River, and while we ware all Looking at her she put On Shore
about One hundred yards above the whare house Upon which Capt
Jas Bennett Geo. Airs John Evans and this Deponent went to where
she was and Capt Bennett Ast. where they ware from Mr Lyon
Replide from Baltimore, he astd where his Vessel Lay, Mr Lyon
answerd at Hupers Straits he was Astd where he was Bound to
he answered to Mr Lowes but he had Over shot his Port with that
Capt. Bennett Desired him to Call at Coll. Scotts upon which he did
with that Colo Scott demanded his papers and he Deliverd Two Let-
ters after Colo Scott Red them he Orderd Mr Lyon Before Lieutenant
Dashiell upon which he this deponent Proceeded with him before
the Lieutenant and he told the Lieutenant he belongd to a flag from
Providence and was upon his Return Back again and Came up to Get
Sundry Articles that was mentiond in a Letter to Mr Lowes — and

Your Excellency will receive enclosed a Resolve of Congress of
the 20th Instant recommending to the several States therein named
to make good the Depreciation of the monthly Pay to the Officers
& Soldiers belonging to Col. Moses Hazens Regiment, that are con-
sidered as Part of those States Quotas, in the same Manner they have
made good the Depreciation to the Officers & Soldiers in the Bat-
talions belonging to the Line of those States respectively.

May It Please Your Excellency Your Letter of the 27th Inst
(with advice of my Appointment to the Command of a Fort on
Patuxent River) I Just Received being Engaged Receiving the Arms
and Ammunition from the Militia on Saturday Last; I Could not
Attend the Post Office which Prevented me from Answering Sooner
I Beg the Liberty of Returning you my Sincerest Thanks for the
Honour you Were Pleased to Confer on me in the Appointment ;
