I suppose the Prisoners in Virginia are now on their way to
Nolands Ferry, as Governor Jefferson hath already advised me that
the situation of Affairs in that State compelled him to put them in
Motion; and I have desired him to give your Excellency the earliest
Notice of their Movement, that a Guard might be ready prepared to
receive them at the Borders of Maryland
It will also be necessary that President Reed have previous sea-
sonable Notice of the Time when the Prisoners will enter the State
of Pennsylvania

After my long and expensive Journey am now like to be under
the necessity of returning without doing any business being yester-
day obliged to leave the Honl Council without knowing whether they
meant ever to pay the Draught or not. I know Genl Gates will not
believe my Verbal Assertion that I am put of without any Satisfac-
tion & will therefore Apply to no other resource I proposed to take
orders on the treasury but could not obtain them from which Cir-
cumstances I Conclude the draught is not to be answered at all but
is at the same time Surprized that was not openly declared in Council.
Intruding as it is I am obliged to apply to your Excellency to know
what I am to understand concerning this matter and when you Con-
sider the extraordinary inconveniences that I labour under I hope
you will excuse me and send me an answer in a few lines by the bearer

Yours of the second February came to hand the Twentyeth of
February Covering a Resolve of the Assembly respecting the Col-
lectors, and also yours of the 28th came to hand the fifth Instant, and
agreeable to your Request of the 2d I herewith Transmit you a List
of Balances due from the Collectors on the Eastern Shore in 1779
as also a List of Balances due from the several Collectors for the year
1780 so fare forth as is in my Power, as you will see from the re-
turns herewith sent, but the Negligence of the Commissioners of the
Tax on this shore is such for want of their returns, its out of my
Power to Assertain the Exact Balances due the State; I should have
put several of the Collectors Bonds in Suite, but on applying to the
Clark of the General Court, I find that none of those Bonds which
ought to have been Put in Suite have been return'd to his Office.
You also request in your last of the 28th February that I will send
all the Tobacco and money in my hands to the Western Shore Trea-
surer, which I would most Chearfully have done but having been
Confined to my Bed and Room for this six Weeks Past and now
hardly able to set up to doe any Business; Puts it out of my Power
to goe with my self and dont know of any Person to be Hired at this
