hope you have Rec^d safe.
You may rest asured that nothing on my part shall be wanting
to forward the Campain and hope if my Credit is kept up to Answer
your most Sanguin Expectation.
NB I hope you will give me orders to ship what Corn I have on
the Sea Side to Trentown as I think it Less Dangerous then to Ship
it to the head of Elk: and Can have it Inshured,

the Governor, Lee]

Sir Your Excellency will receive herewith enclosed an Act of
Congress of the 6 Instant, adopting the report of a Committee,
together with Copies of the several Papers referred to in the report.
I am directed to transmit Copies of this report, and the several
Papers therein mentioned to the Legislatures of the several States,
that they all may be informed of the Desires & Endeavours of
Congress on so important a Subject, and those particular States
which have Claims to the western Teritory, and the State of Mary-
land may adopt the Measures recommended by Congress in Order
to obtain a final Ratification of the Articles of Confederation
Congress impressed with a Sense of the vast Importance of the
Subject have maturely considered the same and the Result of their
Deliberation is contained in the enclosed Report, which being full
& expressive of their Sentiments upon the Subject; without any
additional Observation it is to be hoped & most earnestly desired
that the wisdom, Generosity & Candour of the Legislatures of the
several States which have it in their Power on the one Hand to
remove the Obstacles & on the other to complete the Confederation,
may direct them to such Measures, in Compliance with the earnest
Recommendations of Congress, as shall speedily accomplish an
Event so important & desirable as the final Ratification of the Con-
federation by all the States.

May it please your Excellency Sir There being Vacancies in
the Companies of the Frederick Town Battalion of Militia I take
the liberty to recommend to your Excellency the persons I think are
quallified to fill them. And who I believe will accept of the appoint-
ment Viz. John Due Cary as Cap^t in the place of Peter Gro[sh]
resigned and John Shelman as first Lieu' in the place of Archibald
Boyd; left this County Richard Waters as 2^d Lieu^t the Ensign I
omit for another oppertunity: Gary Harding in the place of Peter
Kephart left the State John Compton his first & John Johnson his
2^d Lieutenant Thomas Hill Ensign. Also Thomas Long Ensign in
