Master, all the public flour, Bran and shorts remaining in his hands.

By a Letter this Moment received a Letter from His Excellency
General Washington and since by Colo Humphrey his Aid, we are
informed the Army in Virginia are now in Distress for Provisions,
particularly Flour. We therefore request you will load two or three
Vessels at Baltimore and send them with all possible Dispatch to
Virginia of the first that can be obtained. We wish this Business to
be executed without Loss of Time and if any Difficulty should occur
in procuring Vessels from the Quarter Master, that you will repre-
sent the Consequences that must attend Delay. We have also written
to Mr Richardsons Deputy at George Town to forward Supplies of
that Kind from thence.

By authentic Information received this Morning our Army in
Virginia is now in want of Provision, particularly of the Bread Kind ;
we therefore most earnestly request you will procure and load all the
Vessels at George Town and Bladensburg proper for transporting
Provisions and immediately send them forward to the Point of
Operations in Virginia. We are informed there are two Brigs at
Alexandria and there are probably other Vessels that would answer
the Purpose. We wish you would endeavour to engage the whole, or
such Number as you can load, in this Service and we have the greater
Expectations of your procuring them as General Knox promised to
call upon the Merchants of that Town and represent the Necessity of
their aiding this State in forwarding the Business of Transportation
by Water.

As the Service requires the use of every Vessel in the State that
can transport Baggage or Stores: we most earnestly request and
hereby authorize and empower you to impress all Vessels that may be
found in Patowmack fit for such Service, and for so doing, this shall
be your Justification. You will dispatch such Vessels as you may
impress immediately to this Place where they will receive their In-
structions.
