[Council to Colo Philip Thomas.]

There is an immediate Occasion for ten good Waggons and Gears
to forward the Troops to the Southward. We enclose you three hun-
dred Pounds towards enabling you to purchase them, which we re-
quest you to do, or employ some fit Person, so that not a Moment be
lost. If the Owners refuse to sell or you find any Difficulty in pur-
chasing: We hereby authorize and empower you to impress the above
Number of Waggons with Gears and have them ready to forward
whenever required. We would not give you the present Trouble but
we know no Person on whom we can so much depend as on an Emer-
gency so pressing

We have received your Letter of the 29th Augt and enclose Com-
missions for Capt. Cleland and Lieut Blake of the Select Militia, when
you recommend an Ensign, a Commission shall [be] issue [d] to him.
There is a Necessity that all the Draughts and Recruits from your
County should be sent up without any Delay: Orders are given for
them to be marched as soon as it is possible to collect and prepare
them.

There are several Vessels in the Harbour, impressed for the Pur-
pose of transporting Troops, Baggage &ca from the Head of Elk.
We request you will be so obliging as to order an Officer to take
Charge of them and proceed immediately to the Head of Elk.

Ordered that the Commissary of Stores deliver to John Anderson
late a soldier in the 3d Regiment one Coat and one hat in part of
Clothing due him

one pound seventeen shillings and six pence of the Bills emitted under
the Act for the Emission of Bills of Credit, not exceeding 200,000£ s
&ca of the money appropriated for the present Campaign due him

That the said Treasurer pay to Stephen Boone sixteen pounds four
shillings and two pence of the same Emission of the money atoresaid
due him per Account passed by the Depy Aud.
That the said Treasurer pay to Burle Boone five pounds ten shil-
lings and ten pence of the same Emission, of the money aforesaid
due him per Account passed by the Depy Aud.
That the said Treasurer pay to Lieut. Robert Denny seventy five
pounds of the same Emission of the money aforesaid to be delivered
