[Council to Robert Dorsey, Esqr.]

Enclosed is a Copy of an Agreement made with Messrs Steward
and Company for the Sloop Porpoise to go with a load of Flour from
hence to the Havanna and to return on Account of this State; you
have also a Bill of Lading and an Invoice which has been delivered to
us by Mr Steward. We have heard the agreeable Intelligence that
the Brigantine Fox had arrived safe at the Havanna, but not a Line
either from you or Mr Smith on the Subject. You will observe that
this Vessel, the Porpoise, is chartered on nearly the same Terms as
the Fox; only that the Porpoise is not to go to Cadize but to return
to Annapolis. You will as formerly carefully land the whole Cargoe
and dispose of it to the best Advantage. One half of the proceeds is
to be paid to the Capt. for Freight. The Disappointment by the Loss
of the former Vessels and Cargoes which were bound to the Havanna
is very great, and lays us under great Difficulties for want of the
Supplies we expected in return of those Cargoes. Cloathing of all
Sorts we greatly want. Salt, Medicines, and brown and white Sugars.
You will therefore exercise your Discretion in procuring such of
those Articles as are within your Power, possibly the friendly Inter-
position of his Excellency the Governor of the Havanna may assist
you as to the Cloathing or some part of it on easy Terms; but if you
cannot get any of the Cloathing and military Stores formerly directed
on moderate Terms, then we would have you send us, if to be had,
as much Salt as will ballast the Vessel, about one hundred Pounds of
good Jesuits Bark, about 30 of Jalap, some good Hides of different
Sorts, and invest the rest in brown and white Sugar of a good Quality.

[Council to Delegates in Congress.]

It is our Intention to send a quantity of Bread Provisions and
Lumber to New York to discharge Debts due from the Officers of
this State, who have been and at present are Prisoners there and on
Long Island and for the more decent Support of those who still
remain in Captivity. But think it our Duty first to apply thro you to
Congress for their Approbation, Congress we have learnt has sent

a Quantity of Provisions to Charles Town lately for the Support
of the Captive Officers there, and we make no Doubt but this State
will be allowed the like Privilege for the Relief of their Officers,
under this Impression we have offered Terms to the Inhabitants of
this State for the Transportation of Provisions to New York which
have been accepted, and in Consequence thereof having appointed
Mr Charles Croxall who will have the Honor of delivering this. Our
