[Council to Henry Hollingsworth, Esqr.]

Col Blaine informs us that he has orders from the Board of War
to remove the public Provisions from the Eastern Shore of this
State to the Delaware to be forwarded from thence to Trenton, and
recommends the landing at Dover as the most proper Places of De-
livery and Deposite, you will therefore have all the public Provisions
on the Eastern Shore transported to the Landings on the Delaware
preferring those above Dover; Col. Blaine will confer with you on
the Mode of carrying this Business into Execution and we hope in
Conjunction with him you may make proper Arrangements, he will
inform you of the Names of the Persons he has or may appoint to
receive the Provisions on Delaware. If the Money furnished should
not be adequate to the Expence of complying with this Requisition
and you cannot procure Waggons Teams &ca for the Purpose, we
hereby require and authorise you to impress what Number may be
sufficient.

Genl Smallwood thinks it necessary that the Fort on Horn Point
should be immediately evacuated and the Cannon and Stores removed
to this Place, which can only be done by Land for want of a proper
Vessel. The Genl has promised to have all the useless Cannon &ca
put on Board Mr Rutlands Sloop, and sent to the Indian Landing,
provided he can be furnished with the Necessaries for putting them
on Board. We hereby empower and direct you to impress for these
services such Number of Horses with Geers Tackles &ca as may be
necessary.

We are favored with your Letter of the 17th by Express, and
suppose you have rightfully taken upon you the Powers of Govern-
ment on the Eastern Shore, but cannot admit the Inference you seem
to deduce therefrom, that no Measures ought to be adopted by this
which relate to the Eastern Shore, without previously submitting the
Propriety of them to you. We presume that the Authority vested
in us by the Constitution and Laws pervades and extends to every
Part of the State alike, and could not be suspended on the Eastern
Shore, by your Assumption of the Powers of Government nor in any

Manner impaired; under that Impression we did not think it was
necessary that the Policy of deferring the Draft should be proposed
to you for Consideration, but it would have implied that your Con-
currence [ ] material to give Efficacy to our Resolution. It gives
us great Concern to be impelled by a Sense of our Duty to the State,
and in regard for the general Welfare to inform you, we disapprove
of your countermanding our Order on the Eastern Shore Treasurer
and directing him to retain all Monies in his Hands Subject to your
