[Council to Chevalier de la Luzerne.]

We have appointed Matthew Ridley Esqr of Baltimore Town
Agent for the State to obtain of the Courts of France, Spain, and the
Individuals of France Spain and Holland, Loans of Money, Arms,
Ammunition and Cloathing, and have empowered him, to transact
and negotiate all other Business, Matters and Things that may be
committed to his Care and Management by the State. Your Ex-
cellency is so well acquainted with the real Situation of the States,
that we think it unnecessary to suggest the defenceless Condition of
Maryland that it is of the utmost Importance to procure those neces-
sary Articles of Defence, without which the common Enemy cannot
be opposed with that vigour we so ardently desire. The Disposition
manifested by your Excellency on a former occasion to further and
promote the Measures adopted by the State for its Security induces
us to Solicit your Excellency to patronise Mr Ridley in the Execution
of the Powers we have delegated to him, and as the Benefits will
derive from Mr Ridley's Services on this occasion will in a great
Degree depend upon the Expedition with which they are performed.
We hope you will be pleased to have him accommodated with a
Passage to Europe in one of his most Christian Majestys Ships.

Thursday 29th March 1781

Ordered that the western Shore Treasurer pay to John Chalmers
fifty Dollars of the New Emission on Account
That the said Treasurer pay to Daniel of St. Thomas Jenifer Esqr
one hundred and sixty two pounds ten shillings of the same Emission
in lieu of sixty five pounds specie for one Horse sold Colo Lee's Corps
as per Certificate of A McLain and John Bullen and also the further
sum of three hundred and thirty six Dollars of the same Emission
due him per Accot passed by the Aud. Genl
That the said Treasurer pay to Vachel Worthington one hundred
and seven pounds of the same Emission to be delivered over to John
Bullen on Acct
That the said Treasurer pay to Capt. Gilbert Middleton thirty seven
pounds ten shillings of the same Emission to be delivered over to
Captain William Middleton on Account.
That the said Treasurer pay to Robert John Smith one hundred and
Sixty five pounds eight shillings and nine pence of the same Emission
due him per Account passed by the Aud. Genl
That the said Treasurer pay to Capt Gilbert Middleton twenty two
pounds ten shillings of the same Emission on Account
That the said Treasurer pay to Colo John Dorsey sixty one pounds
five shillings and two pence of the same Emission for the use of
