portant an occasion, to make use of the authority of Government &
to compel the agents of these furnaces to do the public work on
their receiving a valuable consideration; perhaps some of them may
only want an excuse to justify their engaging in an undertaking of
this nature; If Capt. Joy is able to make contracts for the shot &
shells which are required, there will be no occasion for a measure
of this sort; in case he is unsuccessful, the Board have directed
him to apply to yr Excellency & the Honble Council for yr assistance

The Governor Lee]
(Circular) Sir I have the honor to enclose you an Act of Con-
gress passed yesterday by which you will perceive that commissions
&c for private armed vessels are to issue from this office. In conse-
quence thereof I embrace the earliest opportunity of forwarding to
you for the use of your State fifteen-blank commission bonds and
instructions as agreed to the 2d day of May last, and have it in
charge to inform you that it is the intention of Congress that all
commissions and instructions in force on the 2d day of May last be
cancelled as soon as possible and that commissions, bonds and in-
structions of the new form be substituted in the place thereof.
You will please to order the bonds when executed to be returned
into this office when more commissions &c are wanted for your
State they shall on the first notice be forwarded

(Circular) Sir By the Act of Congress of the 25 Instant here- ;
with enclosed you will observe those States which are called upon :
to furnish Waggons for the Service of the United States are author-
ized to make such Allowance for the Hire of Waggons as they shall
think adequate, until Deputy Quarter Masters are appointed for the
states respectively, which it is expected will be soon.

Sr I recevd Yours of the 26 instant at this place yesterday, it
being the day & place appointed for the different classes to make
their returns, by which I find there are 21 men Enrolled for the
additional Ridgment, And 16 men towards filling up the old ones.
As there are but 4 men Wanting to compleat the Quota of this
county for filling up the new, and a prospect of their being procured
without the trouble of Drafting the Militia to make good that defi-
ciency I have prolongd the time till Wenesday Next. I sent off Chieff
of the men procured about Bladensburgh on friday morning by John
