all possible Dispatch to the Head of Elk to receive the Marquis De la
Fayettes Detachment with their Baggage and also to James Calhoun
Esquire to impress all the Vessels in Baltimore for the purpose
aforesaid.
On the application of John Dorsey & Co to carry Provision to
Virginia there to be delivered to the use of the French or American
Troops, Permission will be granted on giving Bond and security as
may be required.
Ordered that the Issuing Commissary furnish all the water Casks
he can procure or so many as may be necessary to supply the Vessels
impressed in this Harbour for the purpose of transporting Troops.

We just received yours of the 27th by Mr Wright and have dis-
patched one of our fast sailing Boats with the Letters, and have

impowered and requested Mr Calhoun to have all the Vessels at
Baltimore Town immediately impressed and sent to the Head of Elk
in some of which you will receive six hundred Barrels of Bread and
what Salt Provison Mr Calhoun can procure in Baltimore. We have
enclosed you a Warrant to impress what Carriage Teams and
Drivers you may think necessary for removing the Cannon and
Stores across from Christeen we have ordered all Vessels from this
Place and Baltimore to be impressed for that Service and we have
added a Power in the Warrant for you or your Deputy to impress
any others which you can obtain.

It is indispensably necessary that all the Vessels at Baltimore with
their Hands should be instantly impressed and sent to the Head of
Elk to transport a Detachment of fifteen hundred Troops under the
Command of the Marquis De La Fait with their Artillery Baggage
&ca from thence to Virginia, and we do therefore hereby empower
and request you to have them impressed and forwarded immediately
for the above Purpose To prevent any Dissatisfaction that might
otherwise arise from this Measure, you may intimate the absolute
Necessity of it to the Owners and inform them full Compensation
will be made for the use of their Vessels and in Case of Loss they will
be indemnified. And it is necessary to Supply the Troops with Pro-
visions, we desire you to apply to Mr Donellan for six hundred
Barrels of Bread to be sent to Elk in the impressed Vessels. We
believe Mr Donellan has that Quantity and more ready, but should
it happen otherwise, We request you to apply to Mr Smith for as
much as will make up the Deficiency. He offered a Quantity to us
some Time ago and what we want we will take upon the Terms he
offered and we hope and expect that if it should be wanted he will let
