Friday 23d February 1781.

Ordered That the western shore Treasurer pay to Daniel Car-
roll Esqr Seventy five pounds of the new Emission in lieu of an
Order of the first instant in his favor for three thousand pounds.
That the said Treasurer pay to Ens. William Smoot of the Ist
Regimt six pounds, eight shillings and three pence of the same Emis-
sions in lieu of two hundred and fifty six pounds ten shillings due
him per Account passed by the Depy Aud.
That the said Treasurer pay to Nicholas Thackarell fifteen pounds
twelve shillings and six pence of the same Emission in lieu of six
hundred and twenty five pounds per Account passed by the Aud. Genl
That the Issuing Commissary deliver to Ens. William Smoot eight
Gallons of Rum and thirty two pounds of Sugar due him to the
1st of Jany last
That the Commissary of Stores deliver to Paul Drone a recruit for
the 2nd Regimt one Suit of Cloaths one Shirt & one pair of shoes,
Benedict Reynolds of the 4th Regimt one suit of Cloaths, two shirts,
one pair of Shoes, one pair of Stockings and one Blanket & to
Willm Harris discharged from the 3d Regt one shirt, one pr Overalls
& one pr shoes, on ac'

Ordered that the Commissary of Stores deliver to William Jeffres
of the Regimt Extra one shirt and one pair of Overalls. John Har-
mon of the 1st Regimt one shirt one pair of Overalls one pair of
shoes and one pair of Stockings. Charles Willett a recruit for the
1st Regiment one suit of Cloaths one shirt, one pair of shoes, one
pair of Stockings and one hat and also to Capt Gilbert Middleton
of the State Boat Plater four Gimblets and six skeines Marline and
one pair of shoes for Negro Michael.

[Council to Daniel Hughes, Esq.]

We wrote to you on the 17th January respecting the Exchange of
Capt John Harrison and his Crew Prisoners at New York for Capt
Charles Whitehead and his Seamen taken in the Privateer Active
and brought in here. Mr Steward who applied to the Assembly for
the Release of Captain Harrison is here and anxious to have the
former Order carried into Effect. We are at a loss to know what
has prevented it and wish you to have recourse to our former on this
Subject. We are of opinion that it may expedite this Business if a
Parole be granted to Capt. Whitehead and be permitted to go to New
York upon an Engagement that he procure the Release of Capt. Har-
rison in his Stead, and such of Capt. Harrison's Crew against those
of Whiteheads and those mentioned in our Letter of the 29th of
January.
