Permission is hereby given to William Smith Esquire of Baltimore
Town to transport by water to the Head of Elk three thousand
Barrels of Flour purchased by him for Mr Holker Agent for the
Marine of France and for the use of the said Marine of France and
from thence by Land to the City of Philadelphia the Barrels to be
branded and the brand mentioned in the permit to be granted by the
Naval Officers.

Agreeably to a Law passed the last Session of Assembly, requiring
the Sheriffs under heavy Penalties to forward all public Letters and
Packetts &ca we now have to request you to deliver the Acts enclosed
and the Dispatches which accompany to the respective Gentlemen to
whom they are directed.

with any Degree of Safety; If you should have any Information of
the Enemys Coming up the Bay or should discover them yourself you

with any Impediment in transporting the Flour and to prevent any
undue Advantage from the Permission
