[Council to Mr. Holker.]

It is proposed by the Governor and Council of Maryland to
Mr Holker that he procure some Person in France to purchase in
France upon the best Terms at the Cash Price Arms and Cloathing
for the Troops of this State agreeable to Invoice, and Ship them for
Baltimore Town with orders to endeavour to make that Port or some
part of Chesapeak Bay; and if prevented by the Enemy or the weather
from making the Port of Baltimore or some part of Chesapeake then
to advance to make Philadelphia or some part of Delaware Bay and
if prevented by the Enemy or the weather from making Phila or
some part of Delaware then to endeavour to make some Port in
Connecticut or Massachusetts Bay if the Goods are delivered in
Chesapeak or Delaware the Government of Maryland will pay two
shillings and six pence Sterling for every Shilling Sterling prime
Cost in France clear of commission and all other charges except only
the Expence of Transporting the Goods from the place where pur-
chased to the Place of Shipping to be paid on the Delivery of the
Goods in merchantable Fine Flour each Barrell to contain two hun-
dred and twenty pounds of Flour at the current market price at
the time of the Delivery of the Goods which shall not exceed thirty
shillings sterling per Barrell but if the Flour should exceed that
Price the State may pay in good Bills of Exchange on France If the
Goods are delivered at any Port in Connecticut or Massachusetts
the Government of Maryland will pay two shillings for every shilling
as above in Flour as above. Double the Quantities of Goods required
shall be shipped and if they arrive in either of the Bays or States
below mentioned Chesapeak or Delaware Bay the State of Maryland
shall have them and pay for them Two Shillings for every shilling
cost as above, if delivered in Connecticut or Massachusetts to pay
twenty pence for every shilling cost as above If the shippers of the
Goods should chuse to Export the Flour Liberty shall be granted and
if they should not chuse to be paid in Flour as above they shall be
paid in Tobacco inspected under Law at the time of the Delivery of
the Goods at twelve shillings Sterling per hundred clear of casks or
in good Bills of Exchange on France in case the Price of Tobacco
should exceed the sum Stipulated at the option of the State.

[Council to Colonel Leonard Marbury.]

We received your Letter of the 6th Instant and have sent Certifi-
cates for the several Persons mentioned in Messrs Murdock and
Thompson's Letter approving their Settling in our State. We can
assure you it gives us great Pleaure to receive into our State the
Friends of America who have been driven from their Homes by the
Enemy, and hope the Asylum they have chosen will afford them every
Satisfaction and Advantage they can wish
