Colo Hollingsworth informs us that both the Quartermaster and
Commissary refuse to receive the Cattle which this State has for-
warded to the Head of Flk. This Matter appears to us of so much
Importance that we have thought proper to lay his Letter with the
Enclosures before the General Assembly but as the Public must
Suffer considerably by any Delay we request you to receive and
forward the Cattle which Mr Hollingsworth may deliver. A Resolve
of Congress of the 25th February last, directs that the Articles re-
quired, be collected and deposited or delivered at the Risque of the
respective States, in such Places within each State respectively as
the Commander in Chief shall judge most convenient, and we did
not doubt but in a Matter of such Importance, a Person would have
been appointed by Congress or the Quartermaster General, for that
Purpose as the Head of Elk was the Place to which much the great-
est Part of the Provisions was to be forwarded, agreeable to General
Washington's Directions. We were further induced to conclude that
this appointment had taken Place, as Provisions of other Kinds have
been received and forwarded by a Continental Officer.

Monday 20th November 1780
Ordered That the Armourer deliver to Commodore Tibbet two
hundred three pound shot and two British Flags and also to Capt.
William Middleton of the Dolphin twenty five pound powder, one
quire Car Paper, ten pikes and four doz. swivel shot, to Capt. Gilbert
Middleton of the Plater, twenty pound Cannon & five pound Musket
powder, eight pikes and one Quire Cartridge paper on account and to
Capt. Francis Revelly five Canteens on account.
That the Commissary of stores deliver to Commodore Tibbet six
pair of Slops to Capt Francis Revelly three Camp Kettles and also
to Lieut John Carr of the third Regt Cloth and Trimmings for a
Suit of Cloaths and Linen for two Shirts on Account
That the Issuing Commissary deliver to Commodore Tibbet twelve
Crews and Cane to Lieut James Mcfadon, Ten gallons of Rum,
thirty two pounds of sugar and eighteen pounds of Coffee due him
to the 31st October inclusive & to Lieut John Carr of the 3rd Regi-
ment thirteen and an half Gallons of Rum and Twenty four and an
half pounds of Coffee deficiency of Stores due to the 31st Octr
inclusive.
