I cannot but assure myself of Success, when I review the Grounds
of my Request; and know that your Excellency will not injure my
Feelings, the Honour of my Officers, and the Fidelity of my soldiers
so much, as by your Denial to declare, that we have only a Right
to Supplies of Convenience, & not to Supplies creative of military
Reputation and public Service.

[Jona Hudson Balto to Gov. Lee]

Dear Sir Last fall I made two Contracts one with Mr Robt
Buchanan Purchasing Comy & one with Willm Smith Esqr to sup-
ply them with a Quantity of flour at certain prices Agreed on, Equal
to the money Each of those Gentn shd advance me, & I having fully
Complyd with my Contract with Mr Buchanan, & delivered him
flour to the Amt of the money he has advanced, wch said flour the
Different Comissarys have Recd & the Remainder being the Prop-
erty of Mr Smith but seized by Mr Shurman & Mr Dallam as Com-
missioners these Gentln sttppens they will not be Justifable in deliver-
ing Mr Smith this flour without perticular Orders from you, wch I
Request the favour of you to forward as speedily as Possible as
Mr Smith is now in want of the flour, Mr Smith Informs me that he
has wrote to you in this Subject some time agoe but have Recd no
ansr from wch Sircumstance he Judges there is some Demand, for
my part I know of none, I ought have told the Commissioners at
the time they Seized the Wheat & flour that it belonged to Mr Buch-
anan the Comy as I had then made no Destinction between what

belonged to him & what belonged to Mr Smith & the former having
Recd his Quanty the Remainder properly belonges to Mr Smith, he
having advanced me money to the full amt of all the flour I have over
the Quanty Delivd Mr Buchanan.

[W. Bordley, Kent County, to Gov Lee]

Sir My anxiety to promote the recruiting Service, induces me to
request that your Excellency will immediately order our proportion
of clothing to be sent over the Bay to Mr Hodgess; should they not
be made I can have it done here; I think nothing so likely to> expe-
dite this business, as putting new clothing on those who are enlisted.
The recruits are coming in, & I believe every possible exertion is
made, nothing shall be wanting on my part, & I make no doubt of
receiving all necessary assistance in what manner am I to supply
the recruits with provisions several Gentlemen here will furnish
Meat & flour If a person was authorised to give receipts Mr Vorhees
I am told is commissary but he lives in the upper part of the county
& entirely out of our way, should the classes not furnish all the men,
money will be wanting to enable me to make up the deficiency, this
I think I could also provide if it can be done regularly; as I shall
