[James Hindman Talbot County to His Excellency
Thos S. Lee Esqr.]

Sir Having expended all the Money I received when last in
Annapolis, must request your Favor to send me by the Bearer
M^r Gibson, as much more as will fullfil my Contracts, which you will
find by the enclos'd short Abstract of my Purchase of Beef on the
Hoof and Wheat &c. to be upwards of £400 new Money, and any
further Sum you may think necessary to order me. I have received
no Tobacco from the Collector on your order as yet, the want of an
Inspection has hitherto prevented people from paying their Tobacco
tax, we have one Inspector now qualified in the County, and I pre-
sume the Collector will soon be enabled to pay me the Tobacco,
which I shall immediately turn into Cash to defray the expences of
driving the Cattle to the Head of Elk, and the Freights of the
wheat. If agreeable should be much obliged to you for another order
on the Collector for the same Quantity of Tobacco, which converted
into Continental money would enable me to purchase both Beef and
Wheat from many people who are not inclined at present to take the
new Money. I have agreed with a Man to collect and drive forward
the Cattle I have purchased and hope by the last of next week to have
them well on their way to the head of Elk.
The Wheat purchased of Col^l Hemsley and M^r Paca I have agreed
with Col^l Hemsley 's Miller to manufacture at his Mill. He deliver-
ing me 112 lbs Nett Flour for every three Bushels of wheat when
done will immediately send it to Annapolis. The Wheat purchased
of M^r Bordley lies in Kent County, and being very convenient to
the Head of the Bay, I have ordered it to the direction of Col^l Yeates.
Wheat has risen here to £25 and unless I have your orders to give
the same Price, there will be no probability of my getting any more.

Sir His Excellency the Governor and His Council together with
me are told that you have Passed Certificates for Sums of Money
on acc^t of the Transportation of the Maryland Division & other
Troops from the Head of Elk to Virginia; and that these Certifi-
cates have Passed from the Original Owners, perhaps to the Preju-
dice of the Present Holders.

And as His Excellency conceives that you have no Authority for
Issuing such Bills, he has directed me to require that you immedi-
ately collect, all those Certificates and deliver to the holders in Lieu
thereof the Receits from the Officers Specifying the Services per-
form'd by the Transports respectively, and the Times of their dis-
mission from the Public Service. Should there be any cases where
this Step is impracticable you can enclose the receipts above men-
tion'd with duplicates of the Bills you have granted in behalf of the
