Which being read, Resolved, That it is the undoubted Right of
the House of Delegates, to raise on the People of this Province, any
Sum of Money, or other Tax, and for such Time, and in such Man-
ner, and to such uses and Purposes, as to them shall seem meet, and
that the Upper House have not any Right to propose any Alterations
or Amendments, so as to alter or change the substantial or material
Parts of any such Bill, sent up to them from this House.

The following ingrossed Address to his Excellency, viz.
To his Excellency Thomas Bladen Esqre Governour of Maryland.
The humble Address of the House of Delegates of the said Province
May it please your Excellency.
His Majesty's Subjects, the People of this Province, are bur-
thened with many Taxes and Charges, of which it requires our ut-
most Attention to find Ways and means to ease them. And as there
are by many Acts, and the Laws of this Province, sundry Fines and
Forfeitures which we humbly conceive ought to be appropriated to
the Support of Government; as also Amerciaments in the Provincial
Court, an Account of the Disposal whereof hath not for many years
been rendered to the House of Delegates. We therefore pray, that
your Excellency will order to be laid before this House Accounts of
all the Fines, Forfeitures and Amerciaments, that have arisen and
been paid; and how, and to what Uses applied, in the Support of
this Government, from the year 1715 to this Time.
Being prepared, was ordered, on behalf of the House, to be signed
by the honourable Speaker which being done, Major Sherredine and
Capt. Hopper are sent to acquaint his Excellency, that this House

Hath prepared an Address to him, and desires to know when and
where he will be pleased to receive it. They return, and acquaint
Mr Speaker his Excellency will receive it immediately in the Con-
ference Chamber. Mr Smith, with three others, sent to present the
Address. They return, and acquaint Mr Speaker, they have pre-
sented it.
The Bill for Limitation of Officers Fees was read the second
Time, passed and sent to the Upper House by Col. Colvil and
Col. Hall.
