Read the second time the Bill Entituled an Act for raising four
Pence Sterling p hhd on all Tobacco to be exported for purchasing
Arms and Ammunition and for an immediate supply of Arms for
Defence of this Province and will pass with the following Amend-
ments insted of the Words, the honble Coll Edward Sprigg, in the
7th Line of 2d Page, put, The Treasurer or Treasurers of this Pro-
vince for the time being, instead of Colo Edward Sprigg, throughout
the Bill after the Words, and no more in the 7th Line of the 3d Page
to the Words, And Be it further Enacted, in the 7th Line of 4th Page
to be left out, Leave out the two Provisoes in the Bill and the Clause
relating to the Salary of the Armourer, the Bill so Endorsed is sent
by Colo Plater

Gentlemen
We herewith return You the Bill entituled an Act for the Easier
and better securing the Estates of Debtors absconding and of Per-
sons Bankrupt for the Use of their Creditors and equal Distribution
of the same, with a Negative not only because it contains several
Inconsistences & Contradictions, but also that it is contrary to the
Condition upon which the Crown has Granted a Power of Legisla-
tion by the Charter to the Legislature of this Province
