In Answer to your Message of the third Instant by George Plater
Esqr We take Leave to assure your Honours that your not finding
Allowances made to the Council of State in the Journals of Account

did not proceed from any mistake but from a Resolution of this
house never to burthen Our Constituents with anything which We
think not strictly regular and therefore send up those Journals again
hoping they may be passed by your House notwithstanding those
Allowances are not therein incerted

Two Engrossed Bills from the Lower house by Mrs Kennard and
Hall One Entituled an Act to enlarge the time of shipping Tobacco
this present Year; the Other Entituled a Supplementary Act to the
Act Entituled an Act for the Tryal of all Matters of fact in the
County where they have arisen or shall arise the Continuance of
Causes in the Provincial Court and Adjournmt of that Court and
for continuing the same and for the Continuance of Causes in the
Provincial and County Courts and to enlarge the time for taking
out Executions severally thus subscribed

subscribed the Paper Bills so Endorsed sent by Col Hammond

The Refusal of the Councillors Allowances has occasioned so
much unnecessary Expence to the Country, that we assure you of
Our Resolution never to agree to the Journals unless You will be
pleased to consent to what is strictly regular with Regard to those
Allowances
