ing that the Prosperity of the Country greatly depends upon the
good Credit of the Paper Currency now under a Circulation within
the same esteemed it Our indispensable Duty to enter upon such
Ways and Means as might contribute to advance the present low
State thereof and apprehending the best way to better the Credit of
it for the present, and establish it as a good and beneficial Currency
for the future is to make it more useful; And that it's being made
so in the Payment of your Lordships Quit Rents and all Officers
fees rated in Tobacco by your Lordships Regulation in Council
must surely be attended with many Conveniencies and Advantages
to the Inhabitants, and is, what may reasonably be presumed, will
give it sufficient Credit
We have therefore presumed to lay before your Lordship Pro-
posals for perfecting that Great End, which we hope will meet your
Approbation: We perswade Our selves that Our proposing to pay
Your Lordship a Satisfaction for your Rents in Sterling Money or
Bills of Exchange by a Tax on the hhds of Tobacco exported will be
no ways disagreeable to your Lordship or injurious to Trade, when
Your Lordship perceives that a Satisfaction is to be paid here in
Paper Currency to Every Person exporting such hhds of Tobacco
And that the same is rather an Exchange of Sterling money or
Bills of Exchange for Paper Currency here agreeable to the In-
clination and Conveniencys of the People of this Province than any
reall Burthen laid upon their Tobacco's or Trade

We likewise hope that the manner proposed by the same scheme
now also humbly offered to your Lordships Consideration for pay-
ing all such fees as shall hereafter arise due for Services done in
Your Lordships several Offices will not want your favourable Ac-
ceptance when You perceive at how high a Rate in Current money
the Same are to be discharged and by so Early a Season in Each
Year, and shall be pleased to consider that a great Part of such fees
may be paid down at the time when the services are done which will
ever for such part secure Your Lordships Officers from Loss and
free them from the Burthen of Collection, and for such part of the
fees as shall not be paid in Current money Yearly by the time proposed
We are humbly of Opinion that they may be much better secured by
being upon Execution than they are at present; and that under such
a Regulation tho a small Part of such fees should be paid by the
poorer sort of your Lordships Tenants in Tobacco Your Lordships
Officers will be made Easy in receiving their Rewards and the Profits
of the several Offices considerably advanced
As the Interest of your Lordship and that of your Province are
so interwoven that the Advancement of the One is a Certain Pro-
motion of the Other so we hope the Proposals herewith humbly
offered to your Lordships Consideration will appear well adapted to
