The following Message is sent to the Lower House by Michael
Howard Esqr

By the Upper House of Assembly 3d April 1733
Gentlemen.
This House Agrees with the Report of the Conferrees as altered
by Your Message of this day, Except to that part of it, which reduces
the Sallery of the Commrs and Clerks from 8o£ every year after the
first year to 6o£ And we Hope your House will Agree to the allow-
ance of 8of to the Commrs and Clerk, not only for the reasons men-
tioned in the report of the Conferrees, which this House thinks very
Strong; But also because the Character of the Government, and the
well being or Ruin of this Province will so much depend on the
Faithfull & just Execution of the Trusts in the Bill, that there can-
not be too great Encouragement and Reward given to Such who may
be qualified to undertake such Trusts; And on the other Hand any
thing less than a proper and Suitable Encouragement, may Necessi-
tate the Proprietary or Governor to nominate persons not so well
qualified for such Trusts, as they ought to be, least a Stop should
be in the Execution of the Trusts, and as the Increase of 2o£ is so
little, and can be of no real loss to the Country, Since it will be Still
in Circulation among the Inhabitants therefore this House cannot
upon Consideration of the Honr of Government, which must be
lyable to great Imputacon in case of Miscarriages and in regard
of the Security of Inhabitants recede from the Salarys proposed to
the Commissioners and Clerk by the Conferrees
Signed p Order John Ross Cl. Up. Ho.

An Engrossed Bill from the Lower House by Mrs Herman and
Wood, Entituled an Act for the Assessment of so much Tobacco on
the Taxable Inhabitants of St Stephen's Parish in Cecill County, as
