Lawyer tho Sure to lose by the fall of Tobacco, would have no Chance
or Possibility to gain or retrieve any part of his Loss by its Rise; for
if Tobacco should not be worth five Shillings p Ct he must take it
Whereas if it should rise to Twenty Shillings p Ct he must have but
Ten Shillings which would be as unjust and unreasonable as it
would be to put it in the Power of an Officer or Lawyer to Exact
Ten Shillings p Cl for Tobacco when it is Worth but five Shillings
or Less, and to Exact Tobacco in Specie if it should rise to Twenty
Shillings or more p Ct
Your Conferees propose that the Bonds to be given by the Com-
missioners or Clerk be payable to the Lord Proprietary.
That in Page 6 These Words be Added Imediately after the Wrord
Examine, Which said Commissioners or Trustees shall also Ex-
amine.
In P: 17th and other places that the Bill be amended so as to Dis-
tinguish between Houses only and Land to be given in Security by
any Borrower Page 19* That the \Vord, Assignes be Omitted
That provision be made for Keeping the Bills of Credit in One
Strong Iron Chest with three different Locks, and Each Com-
missioner to have a Key, so that the Chest may not be Opened but in
the presence of all the Commissioners to the End that in Case of any
Corruption or Embezelment, they may be all Equally Guilty, and that
it may not be in the power of any one or two of them to Defraud the
publick or prejudice his or their Fellow Commissioners, That the
Books and papers be kept in another Iron Chest, which Chests Can-
not Consistently with Common Prudence or Safety be Lodged in any
of the Offices in the Stadt house; and therefore ought to be Lodged
in the Repository already Built for the Records or some other place
Equally secure be Provided for that Purpose and an Office ought
to be Built for the Commissioners to sit and Do Business in which

would belong to the Publick when the whole Transaction relating to
the bills of Credit shall be at an end & may be built with less Expence
to the publick than renting an House that could be gott for this use
That where all the Principal & Interest due on any Mortgage shall
be paid, there be a Vacate entered in the Margin of the book where
such Mortgage shall be recorded, And that the Record thereof shall
be Crossed for the Security of Martgagors who shall Honestly
pay what they borrow & the Interest, And that when part only of
the Principal Sume or Interest due on any Mortgage shall be paid
that there be Notes of such Payments Entered as they are made
with the Dates in the Margin of the Record of every such Mort-
gage, And that all Sumes be paid either for Principal or Interesl
on any Bond shall be Endorsed thereon, and Mention made of the
time of Payment
That any Bills of Exchange to be purchased with the bills of Credit
shall be remitted to the London Trustees to be Negotiated upon the
