After which his Excellency was pleased to Conclude the Session
with the following speech viz.

Gentlemen of the Upper and Lower Houses of Assembly
The Session being now drawn to a conclusion my sincere thanks
attend the favourable Marks of your good will towards me in Re-
turn whereto I can only promise the Continuation of my Endeav-
ours to promote your Welfare which I trust with the Blessing of
the Almighty will Enable me to Advance, My Negative to the
Officers fees Bill is pursuant to his Lordships Possitive Instruction
therein

Your Joint Address this day presented me I suppose is fully
Answered by the passing of the Tobacco Law which I heartily wish
may operate to the ease of the good people by an Amendment of
their Staple, Let me earnestly Recommend to you in your several
Stations a just and Careful Execution of that and all other Laws
now or heretofore made 'Tis from the Execution of Laws and not
from the enacting them only the good of A people must arise, May
peace & Plenteousness dwell amongst you and as a free Easy and
