laying an Additionall Duty of 20/ Current mony on negroes
and Irish papists &c: Viz:
By the Upper House of Assembly June the 6th 1717.
Gent.
On reading the Act for laying an Additionall Duty of
Twenty Shillings Currt mony on Irish Servants being papists
to prevent the growth of Popery by the Importacon of too
great a number of them into this Province and also the addi-
tionall Duty of Twenty Shillings Currt mony p poll on all
negroes for raising a Supply towards the defraying the pub-
lick Charge of this province.
We dont find any Appropriation of the Additionall Duty
in the body of it but seems to be design'd by the Title towards
the defraying the Publick Charge of this Province. There-
fore are of Opinion it would be proper to apply it to the use of
ffree schoolls, which Seems to Call upon you for your utmost
Endeavours to encourage them.

The Question being put whether one half of the Additionall
Duty on Irish Papists & Negroes &ca shall be applyed to the
use of Publick Schoolls or none.
Resolved that the one half shall be Applyed by the Majority
of Votes.
Then the Question was put whether the half or the whole
Duty shall be Applyed to the use of Schools. Resolved that
the whole be applyed by the Majority of Votes.
Ordered the Bill be altered & amended accordingly.
