His Excellency is pleased to lay before this House his Let-
ter to Mr Speaker with the Letter of the Comrs of Customs to
their Lordps with his Lordship's Precept to restore Thos
Macnemara to his Practice and his Excys Speech thereupon
on Laying Down the Scales which are as follows Viz

Mr Speaker
I Desire you will acqt the House that I inclose you a Copy
of a Letter from his Majtys Com™ of the Customs directed
to the Rt Honble the Lord Guilford the first part of that Lettr
Contains an Answer to your Address of Grievances (in
which I had no part) It lyes therefore on the Assembly to
answer for themselves, but I cannt help remarking I am very
ill treated in that Letter on the Representation of a Gentln
who has already been but too much a favourer of a Faction
here as has been made Apparent by a member of your House
Mr Rousby to the Commissioners of the Customs This I
speak from my own Knowledge, having Seconded that Gentle-

man's Remonstrance to them with Letters to my Friends The
Success of which is Evidently known. I say I am ill treated
when because you Complain of Grievances to your Country
an Occasion is taken from thence to Accuse my Character 'tho
I thank God It can be only on Misrepresentation and in Gen-
erall terms, yet the Conclusion of the Com" Letters seem to
Levell directly at my Administration in the Chancery Court
for I am no further Concerned in the Recovery of the money
and the Effects due to his Majesty in this Province then as a
Judge of Equity, and for my Conscience I am Answerable to
my God alone And Defy the most Invidious of my Enemies to
make out Either partiality or Corruption against me And
Surely I should have made my Court with a very ill grace to
so just and Good a King as his Majty is if I should have given
up the Property of his Subjects meerly because his Name was
Made use of by those employed under him.
This was one Cause why I gave up the Seals, but what more
Imediately Obliged me to that Resignation is herewith inclosed
