416 Assembly Proceedings, May 14-June 6, 1719.

First it Appears that there is not a Sufficient penalty on the
Sherrs for the due return of Juries especially to the Provinciall
Court.
2d that there is no Provision for punishing Such as shall
attempt to corrupt Juries or tamper wth them
3d that too many persons are excepted by the Law from
being Jurymen.

ments referr it to the consideration of your house.

Coll: Young from the Upper House delivers Mr Speaker
Bill reviving an Act for the encouragemt of Tillage, thus
Endorst Viz:

By the Upper House of Assembly
May the 30th 1719.

This bill being read will Pass with a Clause Added obliging
the Debtor or person takeing advantage of this Law to declare
upon oath before one of his Lordships Justices of the Pro-
vincial Court or two of the County Court that he hath not nor
had at the time of his being taken in execution the particular
Specie for which he was prosecuted and then under execution
or any part thereof more than what he will pay to his creditor
if he think fitt to accept of it. And that if any Such person so
takeing advantage of that Act and purging himself upon Oath
as aforesaid shall be convict of forswearing himself on that
occasion he shall be Adjudged perjured and shall undergoe the
like pains & penaltys as any person Convict of Willfull &
Corrupt Perjury.

Saturdays proceedings are read.
On Reading the reviving Bill for the Act for the Encour-
agement of Tillage and the Endorsment thereon, The Ques-
tion was put whether the clause therein mentioned shall be
added or not. Carried in the Negative by the Majority of
Votes. Thereupon ordered the Same be thus Endorst Viz:

By the Lower House of Assembly June the Ist 1719
May it Please your Honours
On debateing your Endorsment on the within bill this house
is of opinion that the bill Doth not need the amendments pro-
