410 Assembly Proceedings, May 14- June 6, 1719.

Sufficient Satisfaction. As to that part of your Message re-
lating to Mr Rousby This house is of opinion that so much of
the money Ariseing by that duty as has been Stopped for
receivers Sallary, was Misapplyed, but that there was no
other fund to Allow it out of Except Such as were also Ap-
propriated And Mr Rousby haveing laid before us his accounts
of that duty proved before the Governour and Council wherein
he had Allowance of his Sallary we take it he is Sufficiently
discharged by the Law. His Excellency is pleased to observe
to this House that on his arrivall in this Country he found that
his Predecessors in the Government had always allowed two

receivers Generall for the Crown each the Sallary of one
hundred pounds p Annum, and that some time after his Ex-
cellencys takeing it to be a hardship on the Country to pay so
much money to two receivers when one was Sufficient to do
the business On this observation John Dansey Esqr was dis-
charged, And John Rousby Esqr Continued in the former
manner with the aforesaid Sallary.
But when his Excellency on further examination found that
Mr Rousby had no Other Commission as receiver than what
was formerly granted to Mr Plater his predecessor in that
Office He then advised that Mr Rousbys Office of receiver
should be no longer continued, and that his Excellency allowed
of that Sallary for Some time from the example of his prede-
cessors in the Government and as a thing in Course.

Thereupon in respect to the Widow of the said Coll: Lloyd
that affair is Dropt but it is the Resolution of this house that
no person for the future that shall preside and have a negative
Voice in the Government in the Absence of a Governour shall
have the allowance of a Councellor dureing his Presidency.
And the Affair of Mr Rousby is also Dropt.

Coll: Addison from the Upper House delivers Mr Speaker
the Lord Guilford's recommendation of Mr Humphreys to his
Excellency and his Excellencys recommendation of the said
Humphreys to both houses of Assembly for the passing An
Act for the Qualifying the said Humphreys to hold offices
within this Province notwthstanding his not being a Resident
here three years with the following Message viz:

By the Upper House of Assembly
May the 30th 1719.

Gent. We herewith send you what his Excellency has been
pleased to lay before us in relation to Mr Humphreys and shall
