To receive all such Other pquisites Fees & Advantages What-
soever to the said Office of Secretary Belonging- or in any

U. H. J.

Wise Appertaining in as full and ample manner as any pson
or Persons heretofore have held or Enjoyed or Ought to have
held and Enjoyed the same.
And Lastly the Lessening the Secrty Fees to such a Degree
will in My Opinion Encourage all Litigious Spirits in Molest-
ing & harrassing their Innocent Neighbours with Vexatious
Suits upon Slight & frivolous Grounds Seeing that Causes are
now to be carryed thro the Supreame Courts of this pvince at
so Little Expence. Whereas it hath been the Wisdom of the
Legislature of the English Nation to Suffer such Fees to be
taken by the Officers of the Supreame Courts as have some
Proportion to the Dignity thereof And are Purposely De-
signed for detering people and preventing Litigious Suites
upon Slight & frivolous matters as well as to Discourage the
psecuting & removing Causes of small Value in the Supreame
Courts.
All Which being Considered as well as the Great Deduction
of Secretarys Otherwise Occasion'd by Sundry Acts of As-
sembly limitting the Jurisdiction of the Provinciall Court
whereby Great Part of the Customary Business thereof is
Devolved upon the County Courts to the Great Prejudice of

the Secretary, I Humbly Conceive that the Matf herein sett
forth to be Sufficient Grounds for my Protesting against the
Passing of this Bill for Officers ffees as it now stands Limitted

& Regulated

The Question being again Put resolved by the majority of
Votes it Pass, Thereupon the Assent Endorsed and Esqr Hall
sent to Acquaint the Lower [House] thereof.
Mr Codd & Col Maxwell with the following Message from

the Lower House Viz.

By the Lower House of Assembly
June the 6th 1719
May It Please Your Honrs
To answer to Your Message by Esqr Hall Last night this
House have Resolved that his Excy be Allowed One Thousanc
pounds of Tobo for Each body of Laws to the County & one tc
the Provinciall Court.
