the party which kicks agt Govermt and that Mr Thos. Mac-
nemara notwithstanding your Ldps Very kind tho fruitless
Endeavours to bring him to a knowledge of himself and to
such Just Submissions as might for the time to Come preserve
Your Ldps Authority and the Dignity and Jurisdiction of
your Courts here agt the Contempts and Insults of any Au-
dacious persons that Affront in them hath never Offered
himself to make any Such Submission as was by Your Ldps
required of him and believing him to be Supported as well as
Encouraged by the Romish party the two houses of Assembly
being Determined to fall upon the Concert of such measures
as might most Effectually procure the peace of this province
and Discourage the practices of the Enemies to our present
Establishmt resolved to repeale the Act of Assembly to pre-
vent the growth of Popery whereby the Papists are now left
in the Same Condition they were in before the Making the
Said Act agt which many Complts were heretofore made by
them altho now as much Dissatisfyed to see the repeale of it
because they find themselves Obliged to regulate their Con-
duct According to Such Statutes of Great Brittaine as Ex-
tend to his Majtys Dominions and impose much greater
Penaltys upon Dilinquents, then we are any ways willing to
make use of, Provided those Gent of the Romish perswasion
will Demean themselves Quietly & Peaceably According to
your Ldps Pleasure Signified to them.
But such is the restless Spirit of those People that not
Content with the favour and Indulgence of the Governmt in
winking at the Allowance of their Worship tho notoriously
publick they were Very busy in making Interest and Partys for
Votes att the Election of Delegates to serve in Assembly,
which being Observed by the Lower House and apprehending
the same practice att Election of a Citizen to serve this present
Session of Assembly for the City of Annapolis they prepared
a bill to disable the Papists & all others (Quakers Excepted)

who are otherwise Qualifyed That Should refuse the Oath
Appointed by Law from giveing their Votes att the Election
for burgesses to Serve in Assembly. This my Ldp is the true
reason of making the Act which fills the Roman Catholicks
with Complaints of being deprived of their birthrights which
as they say the papists Enjoy even in Great Brittaine, where-
as in truth we have done nothing but wt is Agreeable to a
Statute of Great Brittaine made in the Seventh and Eight
of the late King William Chapr 27th Sect, the 19.
