Candid and open method, to Set their misconduct in a true
light to their Ldps, and to take of those artfull & false in-
formations, wth which they Endeavour to amuse & poyson the
minds of the good people, as if there was neither Law nor
Justice to be had under my Administration
Mr Carroll who is a profest Papist, and the first Fomenter
of our late Disturbances, having Acquired a vast Estate in this
Province by the Offices he formerly Employed, & his practice
in the Law, not Contented to Enjoy, this Affluence of Fortune
with more Indulgence here then he Coud Expect in any part
of his Majtys Dominions, must needs Add the ambition of
Rule, to his former felicity.
Pursuant to his design sometime before he made his last
Voyage to Great Brittain, he shew'd me a Representation
which was to be presented to their Ldps on behalf of the Roman
Catholicks of this Province importing, that they prayed to be
restored, to what they alledged was their Right of being
Qualifyed for offices in that Govermt as they formerly had
been. Upon the view of this Representacon I plainly told Mr
Carroll; that it was against the Laws of Great Brittaine, and
the Acts of Assembly of this Province, & I woud opose it to the
utmost of my Power. Mr Carroll observing with what Sur-
prize and Indignation I received his motion He told me it
should not be offered to their Ldps and desired me to be silent
on that Representation which I promised to be Provided he
dropped all thoughts of offering it. But being afterwards
credibly Informed, that Mr Carroll had offered that Repre-
sentation (tho it had not its desired Effect) to their Ldps, I
have since told Mr Carroll of his unfaithfull Dealing on this
Account before Several members of the Upper House. He
Acknowledg'd he had given the Representation but it did not

Import that the Roman Catholicks might be Qualifyed for
Employments but that they might not be unqualifyed for them.
So poor, and Jesuitical an Evasion wants no remark.
I then demanded of Mr Carroll, by what claim of Right did
he offer that Representation for that in my Judgment, by the
Laws, the Roman Catholicks had no pretention to hold minis-
terial offices without Quallifying themselves for them he
answered that they claimed from an Instrument Granted by
the Lord Cecilius, but that he believed, it was burnt in the
State House, And that they (the Roman Catholicks) would
Insist upon the Right and then Added (with great Vehe-
mence) that if my Lord Guilford wou'd not admit of their
Right they would apply to Higher Powers.
