Sent to the Lower House by Coll Holland who return and
say they delivered it
The following message being Prepared is sent to the Lower
House Viz.
By the Uper House of Assembly.
Gent. May the 5th 1718
Forasmuch as his Excellency has laid before this House as
an Aggrievance that for three years past there has but very
few Patents come forth of Mr Carroll's Office, to the prejudice
of those who have paid for the drawing the same, And John
Beale Esqr one of the Members of your House knowing
something thereof Desire leave of your house for the said Mr
Beale to Attend this House to inform us therein

Whereupon Mr Beale Appearing is asked by his Excy what
Answer Mr Carroll gave him when he asked him what was the
Reason of his not giving out the Patents, And Declares Mr
Carroll answered he would not give them out unless He was
paid for them as Usuall.
