Mr James Lloyd & two others bring the follo Message from
the lower House.
By the Lower House of Assembly
May the 2d 1718.
May it please Your Honours
We have read Capt Hardys Petition with Mr Attorny
Generall Opinion thereon in this House but as there are not
any Facts therein set forth whereby we can Conceive Capt
Hardy to be Aggrieved so we know not how to pvide for his
reliefe. However we Begg leave to Observe that the Act of
Assembly sufficiently Provides for the speedy recovery of
Debts in the County Courts by sending of Copies of Declara-
tions with the writts which as we take it was chiefly Designed
for the Benefitt of Traders and Forreigners.
As to that part of the Attrny Generall's Opinion relating to
the bringing in a Bill for the making Valid the Depositions of
Seafaring men Absent out of this Province in the sevll County
Courts We shall further Consider thereof
Signed p Order
