and to prevent Cropping Cutting & defacing Tobacco taken
on Board Ships and Vessels upon Freight Read and Indorsed

Read and assented to by the House of Delegates and
Signed p Order R Dallam Cl. Ho. Del.

The Honble Colo Ennalls enters the House and delivers Mr
Speaker Bill for Relief of John Clements Indorsed

Read in Council and will pass with the Amendments

Read again and past for ingrossing with the Amendments
The Message prepared this Morn and the Bill for Naturali-
zation of David Pagett sent up to the Honble Council by Colo
Smallwood, Mr Tyler, and Mr Greenfield. They return and
say they delivered the Message and Bill
Resolved That the Honble Philemon Lloyd Esqr Deputy
Secretary be sent for & acquainted that he has not pformed
the Order of the House and his Promise to remove the Chest
of Papers out of School House Porch.
Mr Secretary appeared in the House and Mr Speaker
acquainted him thereof. He excused himself and promised
to see it done and withdrew.
The House took into Consideration the Referrence relating
to the Abuses in the Secretary's Office relating to the Removal
of the County Court Clerks and came to the following Resolve
I. That it is illegal that the Secretary or his Deputy should
be admitted to exercise that Office before giving Security and
taking an Oath to qualify them for the same
2. It is illegal for the Secretary or his Deputy to displace
or turn out any County Court Clerk legally and duly qualified
and invested with that Office without shewing lawful Cause
to the County Court to which he belongs.
3. That the Justices of the County Court may Lawfully re-
fuse or displace any Clerk imposed upon them not qualified
for that Office acquainting the Secretary therewith and upon
his Refusal to appoint another sufficient and capable Person.

4th That it's illegal for the Secretary or his Deputy contrary
to his Instructions to sell or dispose of the County Clerks
