His Excellency thinks fitt to recommend to the Assembly
to consider of the Bill lately passed in Virginia for the Im-
provemt of their Staple of Tobo there and whither such a Law
may not be advantageous to advance ours
Col Whittington took the Oaths appointed by Law and
Subscribed to the Test & Abjuration Oath. He likewise took
the Oath of a Councellour & was added to this Board
The following Message together with the Bill therein
mentioned sent to the Delegates by all the Gentlemen of the
Council now present Viz.

The Bill now laid before you for your Consideration is an
Act passed in Virginia for the Encouragement of the Tobo
