The House being met it's Ordered by M^r Speaker, That
M^r Wornell Hunt, & M^r Robert Ungle attend the Honble
Council and acquaint them that the House is met according
to Prorogation and are ready to attend their Honours Com-
mands.
They return and say they delivered their Message
The Honble Col^o Greenberry and Col^o Thomas Addison
from the HoHble Council enter the House and acquaint M^r
Speaker that the Honble President commands him and the
whole House to attend him at the Council Chamber.
Accordingly the House adjourned to the Council Chamber
where the Honble President was pleased to make the follow-
ing Speech Viz.

M^r Speaker and you Gentlemen of the House of Delegates
I have thought it expedient with the Advice of her Maj-
esty's Honble Council to convene you now it being the usual
Time to consider of and assess the publick Charge of the
Province, also to communicate to you the Right Honble the
Lords of Trade and Plantations Reasons for moving her Maj-
esty for her Disallowance of the several Acts past in the Year
1709. And that they have upon that Occasion kindly signified
if any of those Laws be absolutely necessary for the good
Government and Welfare of this Province they may be reen-

acted. I doubt not but you will believe some of them are of
Consequence and am convinced of your good Inclinations to
serve your Country.
Gentl. Since you are that I am instructed to forbear
passing any Bill but what are immediately necessary for the
Peace and Welfare of the Province without her Majesty's
particular Order for that Purpose I am induced to believe you
will prudently forbear any fruitless Essay of that kind whereby
you may prolong this Session and add to the Charge of the
Province. I can truly say I have not only been careful of
placing as little Charges on the Country as I could, or as the
Emergency of Affairs has obliged, but have used my Endeav-
ours to retrench them as much as I might. Therefore have
great Reason to expect that you Gentlemen will use your
utmost Efforts to dispatch the necessary Business of this
Session in a few Days by which you will most lively demon-
strate to your several Electors the true Regard you have of
their Interest in putting them to as little Charge as may be
especially now at a Time when our unhappy Circumstances
are not in a Condition to bear any extraordinary Expence

Upon which M^r Speaker and Members took their Leave
