plaint of Sir Thomas against us and that it is not out of any
Disrespect to her Majesty's Royal Commands that we do not
by an Act of Assembly settle the ffines of Ordinary Keepers
Licenses on St Thomas Lawrence but purely to assert our own
Right in Disposal of such ffines or Taxes we shall think fit
from Time to Time to raise or impose upon the Inhabitants
of this Province and desire your Honours will not further
press us in this Matter but believe that we are in all Sincerity
her Mary's most dutiful and loyal Subjects.

Read in Council and will pass with the following Amend-
ments Viz.
That whereas several People may complain it will be an
Hardship upon them to throw away all their small dull, scrubby
Tobacco and Ground Leaves upon packing the same in
Casks or otherwise not facing it with good Tobacco with
Design of Deceit and declaring to the Persons purchasing or
receiving such Tobacco the nature and Quality of that Tobacco
they shall not be liable to the Penalty in this Bill which we
desire may not be less than 1000 lb Tobo
