Tis the Naval Officers Business to bring the Money to the
Treasurer as usual; but as to the Risque of Miscarriage in
bringing it up we refer that to the Consideration of the House
nf Delegates

Read and Resolved it be referred for further Consideration
next Session of Assembly.
The Honble Colo Greenberry, Colo Addison and Colo Tilgh-
man enter the House & deliver Mr Speaker the following
Message Viz.

By the Honble President and Council in Assembly
Nov. 3d 1713

The present publick Treasurers having been many years
since appointed if there was any Omission in their not giving
Security it lies not at our Door though it may be yet rectified
we find those Officers mentioned in several Laws and particu-
larly in that now in force for the Imposts on Rum, Wine,
Negroes, Irish Servants &ta and wherein 'tis expressly provided
they shall give Security to render and pay those Duties to
them to be accounted for by the Naval Officers to the next
Meeting of Assembly. As for a Treasurer being a Member
of this Board we cannot see how it renders him the less ser-
viceable to the Country or any ways more immediately liable
to any Commands in Relation to his Office from this Board
nor have we ever taken upon us wihout your Concurrence to
direct the Treasurers to pay away any of the Country's Stock
in their Hands, and if you are pleased to peruse the Act im-
posing three Pence p Hhd to the Country you will find the
Naval Officers are obliged to receive that Duty and Account
therefor, and pay the same to the publick Treasurers. As to
the appointing and discharging the Treasurers if yuu should
persist in your Opinion of your absolute Authority therein,
we wish you well to consider how far you are able to proceed
without the Concurrence of this Board

with other Papers relating thereto and being heard withdrew.
