By the House of Delegates
3d November 1713

This House have Resolved to address her Majesty and re-
monstrate to the Lords Commissioners of Trade and Planta-
tions the many and unsupportable Difficultys the Tobacco
Trade lyeth under and desire the Honble Council will join
with us in such address and appoint a Member or two of their
Honble Board to join with some Members of this House in
drawing up the same this Afternoon
Richard Dallam Cl. Ho. Del.

Sent up to the Council by Mr John Mackall Major Sprigg,
Mr Tyler Mr Peregrine Frisby, Capt Colegate and Capt.
Scott. Who return and say they delivered the same Moved
that some Money may be allowed to the Members of this
House towards defraying their Expences. Agreed to and
Ordered that the following Message be thereupon sent to the
Council Viz.

By the House of Delegates
November 3d 1713

The Members of this House are desirous to have Part of
their Allowance for defraying their Expenses in Money and
desire to know if the Honble Council will have any Money
allotted them, and how much, also that the publick Treas-
urers lay before the Committee of Accounts their publick
Accounts that the same Committee may close their Journal
this Day
Signed p Order R. Dallam Cl. Ho. Del.

Sent up to the Council p James Frisby and Mr Brooke
They return and say they delivered their Message
Bill for Relief of Debtors and ascertaining the Manner of
Tenders in Tobacco sent up to the Honble Council by Mr
Broome and Mr Charles Wright.
They return and say they delivered the same.
Colo Addison from the Council enters the House and delivers
Mr Speaker the Petition of John Rousby Esq. Indorsed as
follows

By the Council in Assembly
Novr 2nd 1713

On Consideration of the above Petition it is the Opinion of
this Board that whereas the Naval Officer is obliged to account
with the Treasurer and by the late Act imposing 3d p Hogs-
head to the Country pay him for the said Duty he receives.
