Colo Greenberry from the Council enters the House and
delivers Mr Speaker the following Message Viz.

November 2d 1713
On Consideration of Mr John Rousby's Petition the Board
do direct the publick Treasurer to take the Gold received by
the Naval Officer, but as to laying aside that Officer he being
appointed by Law we cannot consent thereto especially if he
gives good Security for his Office and notwithstanding the
Offer of one Naval Officer to bring the money to Annapolis
and pay it unto such Person to whom the same shall be
ordered by the Committee for appointing the publick Levy
the rest of the Naval Officers may not be willing thereto. We
do not know of any Security given by the Treasurers of either
the Eastern or Western Shore for the Discharge of their
Office

In Reply to your Message this Day by the Honble Colo
Greenberry this House say they know of no Law to appoint
the Treasurers and since your Honours know of no Security
given by them we think those Officers may be the more easily
discharged, for certainly if there be any Law to appoint them
it obliges them to give Security and we are of Opinion that
the Right both of appointing and directing the Treasurers is
in this House and we are satisfied that no Treasurer ought to
be but what is appointed, or at least recommended by this
House and continue no longer than they think fit, neither do
they think it convenient that a Treasurer should be a Member
