The House met according to Adjournment Called over and
the following Members absent. Capt. Jones, Mr Joseph Hill
sick, and Mr Wells
Read what was done on Saturday
Bill for killing Wolves, Crows and Squirrels.
Bill for Relief of Debtors and ascertaining the Manner of
Tenders in Tobacco both read the second Time & will pass.
Bill for more speedy conveying publick Letters & Packets
Read the second Time and committed for Amendment
Report of the Committee of Aggrievances brought into the
House on Saturday Read and debated and Ordered to be
entered Viz.
By the Committee of Aggrievances
October 31st 1713
It's humbly offered to this Committee as an Aggrievance
that whereas Negroes that are Slaves when accused of Steal-
ing or thieving any Goods or Chattels of a small Value are
committed into Prison until they receive a Trial for the same
by a due Course of Law whereby it burthens the Counties by
paying the several Officers ffees accruing by Occasion thereof
they being Slaves and not capable of making Satisfaction by
Servitude or otherwise either to the County for their ffees or
to their Masters for the Loss of their Service All which might
be prevented if any one or two Justices of each County had
Power to punish such Negroes for the Crime aforesaid as the
Nature of the Case should require All which is referred to the
House for their Consideration.

the Committee & Resolve it is an Aggrievance and referred
for further Consideration next Session of Assembly
