Session and raising such supplys as may be wanting to defray
the Charge of this present year I acquainted you last Session
that I am restrained from passing any Laws in the absence of
a Governour in chief but what are immediately necessary for
the preservation of the peace & Welfare of the Province —
without her Majesty's particular order for that purpose. I
doubt not but it is yet fresh in your memorys for which reason
I expect you will not move me to act contrary to what I am so

Strictly charged with considering you will reap no other
Advantage than to prolong this Session and burthen the
Country with charge
Gentlemen Sr Thomas Lawrence her Majesty's Secretary
of this Province believing himself hardly used in being kept
out of the Benefitt arising by ordinary Licences upon a further
Representation of his Case has obtained her Majesty's order
requiring me at the first Assembly which shall meet after
receipt thereof to signify to you in the most earnest manner
that notwithstanding the several orders made in Council and
Letters her Majesty has been pleased to write in his Behalf
after his Case had been fully examined by the Commissioners
of Trade and Plantations and the Attorny General Who all
agreed in representing the Hardships thereof, He has hith-
erto met with no complyance. For which reason her Majesty
is pleased to Signify her Will and Pleasure and to command
me to acquaint you She expects you should forthwith pass a
Law for regulating ordinarys without Limitation of Time or
at least for a longer Duration than It hath hitherto been made
& that the Benefitts of the Licences be thereby appropriated
to the use of the Secretary for the Time being; as fully & to
all Intents & Purposes as the said Sr Thomas Lawrence or
any other Secretary of this her Province hath at any time
heretofore had or lawfully Enjoyed And that she does further
expect you to give unto the same Sr Thos Lawrence an equitable

Consideration for the mean profitts of the said Office which
he hath lost since the year 1704
Mr Speaker and you Gentlemen shall have the perusal of
her Majesty's above recited order by which you will see how
Strictly I am commanded to press these matters home to you
and doubt not but you will take it into your serious Consid-
eration and prudently Show your ready compliance in a matter
that has so often been adjudged to be his right

After which they withdrew
Capt James Frisby Major Story & Capt Scott came and
presented Col James Smallwood a Delegate for Charles
County Lt Col Edward Blay a Delegate for Kent County Mr
