Read in Council and will pass with the additional Clause
proposed
W. Bladen Cl. Council.

Read again in the House the additional Clause agreed to
and past for ingrossing
Bill permitting the Inhabitants to take out Writs in their
own Names &ta Indorsed

Novr 12th 1712

This Bill being considered of by this Board they are of
Opinion it will be a means not only to create many Suits but
also introduce ill Practice by giving an Handle to litigious
People to oppress their quiet Neighbours and therefore it's
rejected
Signed p Order W Bladen Cl. Council

Resolved Mr John Leach, Mr Joseph Hill, Mr Edward Scott,
Mr Greenfield, Mr Woolford, and Mr Garrett be and are ap-
pointed a Committee to join with some of the Members of
her Majesty's Honble Council to proportion the publick Levy.
The said Gentlemen sent up to the Honble Council with a
Message for that Purpose.
They return and say they delivered the same
Upon reading and debating the Message and Bill permit-
ting the Inhabitants to take out Writs in their own Names &ta
Put to the Question whether the House proceed any further
therein this Session, or not? and Resolved the House proceed
and that a Message be prepared and sent to desire a Confer-
rence with the Honble Council thereon Viz.

By the House of Delegates
Novr 13th 1712.

This House are surprised your Honours should reject the
Bill permitting the Inhabitants of this Province to take out
Writs and confess Judgment in their proper Persons We are
of Opinion 'twill prevent great Oppressions, and we conceive
we can give your Honours satisfactory Reasons for insisting
on this Bill and therefore pray your Honours will confer with
us concerning the same
