Upon reading your Message by Mr Hill and five other
Members with the Bill for vesting Seward's Heirs in a certain
Tract of Land in Dorchester County called Sectar we must
assert our Opinion that your Indorsment thereon is not
Parliamentary, but mistaken, and what is hinted by you of
reading a Bill not past the last Parliament or a new Bill on in-
stalling the Speaker is no Rule for sending up a Bill to the
Upper House with sundry Indorsments made by the last
Parliament, but it must begin anew. Vid. Coke's Jurisdiction
of Courts, Tit. Parliamt fol. 27 and 28 And now as to the
Substance of the Bill we have fully debated it at this Board
and will not take upon us to pass any Act to dispose of the
Lord Proprietary's Lands or direct his Grants thereof; and
therefore refer Seward's Heirs to take their Course at Law to
oblige the Lord Proprietary to do them Justice in Case it has
been denied them.
